The School

“The wider the span, the longer the continuity, the greater is the sense of duty in individual men and women, each of whom contributes their tiny life-work to the preservation and progress of the land in which they live.”W. Churchill

THE CHALLENGE

Anyone fortunate enough to represent their community at any level can easily observe two aspects. On one hand, the significant number of elected officials under 35, a symbol of civic engagement and political passion that is more active and determined than often portrayed. On the other hand, the almost total lack of not only any form of coordination but also, and above all, of structured administrative training paths capable of responding to the extraordinary appeal made by Einaudi in 1956.

OUR MISSION

It is from this need that the CIVE-S semi-residential School of Civic and Administrative Training was born, a desirable starting point for a path capable of equipping young local administrators under 35 with all the necessary tools to perform administrative actions that are effective because they are informed. It is an apolitical and non-partisan training path, focused on the Local Authority figure, framed within the international geopolitical context and the national political and regulatory framework. It is designed in relation to the most relevant aspects characterizing institutional dynamics: from legislative drafting to emergency management, from the liability profiles of local administrators to economic-financial management techniques.

2026 EDITION

After a successful first Edition in 2025 (25 participants and about forty speakers including university professors, geopolitical analysts, engineers, companies, politicians, and administrators), in 2026 the School will take place between La Spezia (confirming the two in-person weekends in March and May), Genoa (an intensive day dedicated to national and international port activities), and Scandiano (two days focused on the Reggio Emilia industrial district). Speaking at the Royal College of Physicians in March 1944, British Prime Minister Winston Churchill said: “[…] The wider the span, the longer the continuity, the greater is the sense of duty in individual men and women, each of whom contributes their tiny life-work to the preservation and progress of the land in which they live.”

One does not necessarily have to be Churchill to try to contribute to the preservation and progress of our lands.
